I think this is also invalid as the <type> is restricted to an enum of
fixed strings, so appending the numerical region to it is invalid.
That said, I think having the region number as opposed to just the
text name is very valuable. Perhaps you could use the
eventParameters_foreign-attributes or eventParameters_foreign-elements
to add the number?
